DOJ Charges Three Chinese Nationals in Biological-Material Smuggling Case

Federal investigators allege Chinese scholars tied to the University of Michigan lab attempted to bring undeclared biological samples into the U.S.

Federal prosecutors have charged three research scholars from China with conspiring to smuggle biological materials into the U.S. and making false statements to customs officials. The defendants, affiliated with a University of Michigan laboratory, allegedly received concealed shipments containing biological samples from a contact in Wuhan.

Following a related case in which another scholar pleaded no contest to smuggling charges, the university conducted an internal review and terminated the researchers’ appointments. Authorities intercepted the three men at John F. Kennedy International Airport as they attempted to return to China earlier than scheduled.

“This case underscores the vital importance of safeguarding the American people and addressing vulnerabilities within foreign student and exchange visitor programs,” said Acting Immigration and Customs Enforcement (ICE) Director Todd Lyons.

He added, “Educational institutions must enhance their admissions procedures to prevent exploitation, which can pose risks to national security, as demonstrated in this instance.”
